I bought two boxes of Pampers Cruisers about half the boxes next to the layers tab fist and thjey had torn holes in anyone else had this problem?

Come back half box handy ... ask to speak to the manager if the clerk can not help you. Or, if there is a telephone number on the box and call directly Pampers.
Have you tried the generic target layers. I they are the best around!
